The three licences

A driver licence, a vehicle licence and, for private hire, an operator licence, all from the local authority. Hackney carriages can ply for hire and use ranks; private hire vehicles must be pre-booked through a licensed operator. Every council attaches its own conditions to each of the three, covering things like vehicle age and emissions, signage, knowledge tests and medicals, which is why the detail must always be checked against your own authority.

DBS: the six-month rhythm

The Department for Transport’s Statutory Taxi and Private Hire Vehicle Standards say licensed drivers should have an enhanced DBS check with a check of the barred lists, and be subject to a criminality check every six months. The practical way councils implement this is continuous registration with the DBS Update Service, which lets the authority re-check status without a fresh application each time.

The trap is the subscription: the Update Service is an annual sign-up tied to your certificate, and if it lapses most councils will require a brand-new enhanced DBS check, with the delay that brings, before you can carry on.

The HMRC tax check at renewal

Since 4 April 2022, licence renewals in England and Wales for taxi drivers, private hire drivers and private hire operators require an HMRC tax check. You complete the check through your Government Gateway account and get a 9-character code, valid for 120 days; the council cannot process the renewal without it. Scotland and Northern Ireland followed with the same regime from 2 October 2023.

First-time applicants are not doing the full check. It bites at renewal. The practical rule: do the tax check as soon as your renewal window opens, because a code that expires mid-application means starting again.

Where drivers and operators most often slip

Three patterns account for most lapsed licences: the DBS Update Service subscription quietly expiring; the tax check left until days before the licence runs out; and assuming a licence or its conditions carry over to another council’s area (they do not; each authority licenses on its own terms).

Is the DBS Update Service compulsory?

Most councils therefore require continuous Update Service registration as a licence condition. Keep the annual subscription alive: if it lapses, you usually start again with a new check.

Do the same conditions apply in every council area?

No. Licensing is per authority: vehicle age and emissions rules, knowledge tests, medical requirements and signage all vary from council to council, and a licence issued by one authority does not transfer to another. Always work from your own council’s current policy.
